Sometimes you come across an article that has so much truth in it, which is such an exact analysis, that you want everyone to read this article. I often translate such an article for this site, but sometimes I don't.
Now I came across an article by a Swiss intelligence officer about the situation in Ukraine. I've been thinking about translating this entire article and posting it here. The article is about the last years leading up to the invasion of Russia. But linguistically this is already incorrect. We could also call the Russian army's acclaim for the Russian-speaking minority in Ukraine, who were massacred.

Jacques Baud is a former colonel of the General Staff, former member of the Swiss strategic intelligence service, specialist in Eastern countries. He was trained by the American and British intelligence services. He has served as United Nations peacekeeping operations chief of policy. As a UN expert on the rule of law and security institutions, he designed and led the first multidimensional UN intelligence unit in Sudan. He has worked for the African Union and for 5 years was responsible for the fight, at NATO, against the proliferation of small arms. He was involved in discussions with top Russian military and intelligence officials just after the fall of the USSR. Within NATO, he followed the 2014 Ukrainian crisis and later participated in programs to assist Ukraine. I do not place this entire article translated here because I would do the article short. I do hope you will read it, it contains many references to reports and articles and for that alone it is valuable. I am aware that not everyone is fluent in English and it will not be accessible to everyone. That's why I want to translate a small part of the article here because it gives a very deep insight into the world we live in now.

Part Three: Conclusions
As an ex-intelligence professional, the first thing that strikes me is the total lack of Western intelligence to accurately reflect the situation over the past year. In fact, it seems that the intelligence services all over the western world have been overwhelmed by the politicians. The problem is, it's the politicians who decide – the best intelligence in the world is useless if the decision maker doesn't listen. This is what happened during this crisis.
That said, while some intelligence agencies had a very accurate and rational view of the situation, others clearly had the same view propagated by our media. The problem is, I've found from experience that they are extremely bad on an analytical level - doctrinally, they lack the intellectual and political independence needed to judge a military "quality" situation.
Second, it seems that politicians in some European countries have deliberately reacted ideologically to the situation. That's why this crisis has been irrational from the start† It should be noted that all documents presented to the public during this crisis have been presented by politicians based on commercial sources.
Commentary: The intelligence agencies are subject to a process of "negative selection", where ideology is valued over objectivity, and pathological types, once they reach a certain threshold within the state organs, then select for others of like-minded people to be placed in positions of power by the whole political body. Democracy so becomes pathocracy and begins to self-destruct.

Pathocracy consists of the Greek neuter “pathos” (passion [passion]) and the Greek term “krateín” ([to] rule) – literally the rule of passion, or more precisely: the rule of the one who causes suffering!
